The 12-million-dollar project was developed by Jack Wells who was seeking a “New-York style penthouse.” A part of numerous developments in the downtown area, Wells saw the need to bring contemporary living space to the area. “We need people to live, work, eat and be entertained in downtown Owensboro. It creates that vibrant city,” Wells explains.
